PLAN CHECKER is the individual at the city who actually a checks your building permit submission for conformance with the code. In Oakland one can come in for a "preliminary plan check" and later, when submitting for permit, request (for an hourly fee of $103/hr.) "overtime plan check" to be done by a specific plan checker. This can be very helpful.
